These men would then be enrolled in a seserve, and the whole would be placed at the disposal of the Admiralty in war time, In short the Hongkong Government propose to maintain a nucleus
of a local Colonial Navy and to use this fær training volunteers locally and in time of war to turn the whole over to the admiralty as a unit of many fully manned ships with a reserve of persomel for disposal.
Commander U,B.Hartford, USO, RạN,(Retd.) who is at present staying in the Colony has offered to organise and take sentred command of this Division
and the Hongkong Goverment are prepared to recommend and agree to this, but before active measures
can be taken it is desired to ascertain whether
the proposals are generally concurred in by the Admiralty and whether they would be prepared to loan the craft for these purposes.

Commander Hartford is proceeding to England, arriving about the middle of april, and ne will report to the admiralty to discuss this subject
on behalf of the Hongkong Government.
Special legislation will de required to
be passed by the Hongkong Government and to regularise
this scheme, but before such legislation is drawn up
it is desired to receive the concurrence and remarks
of the Admiralty on the broad proposals of the soneme,
